Syftet \u00e4r att med utg\u00e5ngspunkt i p\u00e5g\u00e5ende f\u00f6r\u00e4ndringsprocesser analysera hur ideella organisationer som f\u00f6retr\u00e4der marginaliserade grupper hanterar den potentiella konflikten mellan att \u00e5 ena sidan f\u00f6retr\u00e4da och bevaka sina m\u00e5lgruppers intressen och \u00e5 andra sidan vara en effektiv serviceutf\u00f6rare p\u00e5 uppdrag av kommunen. De processer som avses \u00e4r dels att kommuner i allt h\u00f6gre grad upphandlar sociala tj\u00e4nster, bl a fr\u00e5n ideella organisationer, dels att kommuner utvecklar nya metoder f\u00f6r inflytande och deltagande fr\u00e5n ideella organisationer, t ex brukarr\u00e5d eller samverkansforum. M\u00e5let med projektet \u00e4r att bidra b\u00e5de empiriskt som teoretiskt till forskningen om ideella organisationers f\u00f6ruts\u00e4ttningar och funktioner inom v\u00e4lf\u00e4rdsomr\u00e5det, samt att generera ny empirisk kunskap om det civila samh\u00e4llet p\u00e5 lokal niv\u00e5. Studien \u00e4r komparativ och genomf\u00f6rs med fallstudier i Stockholm, G\u00f6teborg och Malm\u00f6. Studien genomf\u00f6rs med fr\u00e4mst kvalitativa metoder s\u00e5som dokumentstudier och intervjuer. Detta material kombineras med en kvantitativ enk\u00e4tunders\u00f6kning med ideella organisationer i de tre studerade kommunerna. Projektet genomf\u00f6rs inom tre omr\u00e5den av den lokala v\u00e4lf\u00e4rdspolitiken: funktionshinder; heml\u00f6shet och v\u00e5ld mot kvinnor. F\u00f6r\u00e4ndring under 2000-talet studeras. Teoretiskt knyter projektet an till organisationsteoretiska diskussioner, dels nyinstitutionell organisationsteori, dels governanaceteorier med olika former av s k mjuk reglering.<\/p>\n<p><strong>Project description<\/strong><\/p>\n<p>This project studies the voluntary sector&#8217;s changing role in the local welfare society. The aim is to analyze how voluntary organizations representing marginalized groups are dealing with the potential conflict between representing and defend their users\u00b4 interests, while in the same time acting as an efficient service provider commissioned by the municipalities. The processes referred to are that municipalities are increasingly procuring social services, including services from voluntary organizations, and that municipalities are developing new methods of influence and participation of voluntary organizations, such as users forum or collaborative forum. The goal of this project is to contribute both empirically and theoretically to the research on the conditions for voluntary organizations which are operating within the area of \u200b\u200bsocial policy, and to generate new empirical knowledge of civil society at the local level. The study is comparative and we will conduct case studies in Stockholm, Gothenburg and Malmo. The study is carried out mainly with qualitative methods such as document studies and interviews, but will also contain a quantitative survey of voluntary organizations in the three municipalities studied. The project focuses on three areas of the local welfare policy: disability, homelessness and violence against women. Changes in the 2000s is studied.
